Primary Purpose: Provide support and expertise to the Elgin ISD Bilingual/ESL Program to ensure an aligned and articulated instructional program for the Bilingual and ESL students in grades PK-12th. Collaborate with district staff and outside personnel to provide educational opportunities for Bilingual and ESL program students. Qualifications: Education/Certification: Master’s degree from accredited university with a major in assigned subject preferred Valid Texas teaching certificate with required endorsements for bilingual or ESL preferred Special Knowledge/Skills: Ability to determine effectiveness of instructional programs and teaching Ability to provide appropriate instructional coaching Ability to develop and deliver training to adult learners Ability to interpret data Ability to organize and coordinate district-wide bilingual and ESL program Ability to communicate effectively with bilingual/ESL program parents and students Knowledge of curriculum and instruction Knowledge of strategies and materials for the education of bilingual/ESL students Strong organizational, communication, and interpersonal skills Experience: Secondary experience preferred Minimum of 5 years teaching experience Major Responsibilities and Duties: Program Management Implement procedures and coordinate the requirements needed to accurately identify bilingual students at all grade levels districtwide, including review of student data and testing of students. Assist in developing and revising curriculum as needed. Assist teachers to develop and provide LEP students with appropriate instructional content and second language learning through curriculum modification, acceleration, and differentiation. Assist in developing and implementing a continuing Bilingual and ESL program evaluation and to assist in implement changes based on the findings. Assist campuses to conduct LPACs and assist in monitoring paperwork and record keeping. Monitors accuracy and completeness of LPAC folders. Staff Development Develop, conduct, and arrange for staff development sessions, including sessions on various instruction methods; best sheltered instruction practices; and appropriate procedures for identifying, placing and assessing LEP students. Plan and provide staff development for teachers, administrators, and staff for bilingual and ESL programming. Disseminate information regarding current research and significant developments on the state and national levels for bilingual and ESL education. Observe classroom instruction and provide feedback and assistance to classroom teachers to facilitate improvement and innovation for LEP students. Demonstrate best teaching strategies for English language learners. Ensure lesson plans reflect differentiation and accommodations for LEP students. Consultation Provide resources and materials to support staff in accomplishing Bilingual and ESL program goals. Consult with parents, administrators, counselors, teachers, community agencies, and other relevant individuals regarding LEP students. Plan and conduct parent meeting including parent advisory committee meetings. Budget and Inventory Assist with the LEP budget to ensure that programs are cost effective and that LEP funds are utilized appropriately. Compile budget and cost estimates, as assigned, based on documented program needs. Participate in grant-writing activities, as assigned, to obtain program funding. Assist with the selection and purchase of supplemental equipment and supplies for the program. Policy, Reports, and Law Compile, maintain, and file all physical and computerized program reports, records, and other documents required. Comply with policies established by federal and state law, State Board of Education rule, and the local board policy. Assist in communicating information to parent and community members about Bilingual and ESL programs. Use effective communication skills to present information accurately and clearly.
