Primary Purpose

Provide leadership, coordination, and operational oversight for district-wide safety and security functions. The Lieutenant is responsible for supervising law enforcement personnel, administering school safety initiatives, and leading the implementation and oversight of the district’s guardian program. This role ensures compliance with Texas Education Code and Texas School Safety requirements, promotes a safe learning environment, and collaborates with campus administrators, first responders, and community partners.

Qualifications

Education & Certification

Bachelor’s degree in Criminal Justice, Public Safety, Educational Leadership, or related field (Master’s preferred)
Valid Texas Peace Officer License (TCOLE)
School Resource Officer (SRO) certification preferred
Certified Guardian Program Trainer (or ability to obtain)
Current Mandated Reporter training
Valid Texas driver’s license

Experience

Minimum of five (5) years of law enforcement experience
At least two (2) years in supervisory, command, or leadership capacity
Experience in school or community policing, emergency management, or school safety preferred

Special Knowledge & Skills

Strong understanding of school safety frameworks, emergency operations planning, and threat assessment models
Knowledge of TEA safety requirements, Guardian Program guidelines, FERPA, and applicable federal/state statutes
Excellent communication, collaboration, and crisis management skills
Ability to train, coach, and mentor officers and staff

Major Responsibilities and Duties

Police Operations Leadership

Serve as second-in-command of the Gonzales ISD Police Department under the Chief of Police
Supervise and evaluate officers and support personnel; provide direction, scheduling, performance feedback, and coaching
Assist in the development and implementation of patrol strategies, investigations, and response protocols
Lead internal administrative reviews and ensure law enforcement documentation meets legal and professional standards

District Safety & Security Oversight

Coordinate district-wide safety and security planning, ensuring alignment with Texas Education Code §37.1083 and TEA School Safety and Security Standards

Serve as a secondary liaison between GISD, city/county law enforcement, fire/rescue, and other emergency partners

Oversee the development, implementation, and evaluation of emergency operations plans, crisis response procedures, and evacuation drills

Assist in monitoring access control systems, surveillance technologies, and other security infrastructure
Guardian Program Administration

Lead and oversee the GISD Guardian Program in compliance with Texas Education Code §37.0812 and district policy

Ensure guardians receive required training, certification, and recertification
Maintain accurate program documentation, background checks, and eligibility records
Coordinate regular training updates with local law enforcement and guardian instructors

Training & Compliance

Design, facilitate, and coordinate training for staff and officers on school safety, de-escalation, threat assessment, and emergency procedures

Ensure officer compliance with TCOLE continuing education requirements

Oversee recordkeeping and reporting related to incidents, arrests, citations, and safety assessments
Support district compliance with federal laws (e.g., FERPA, Title IX, etc. as applicable) and state statutes related to school safety

Community Engagement

Promote positive police/community relations across campuses and within the Gonzales community
Attend campus safety meetings, parent nights, and district events to foster communication and trust
Promote positive student-centered approaches while maintaining a safe educational environment

Supervisory Responsibilities

School police officers, security officers, and support staff as assigned
Safety and security program coordinators where applicable
